UPDATE ON OPERATOR COMPETENCY PROGRAM

Uupdate of the Operator Competency Program including the status of the following: national monitoring strategy; implementation of the cardholder database; status of the Boating Safety Test Syllabus and related tests: and communication initiatives.

In addition, an overview of the recent National Consultations with Course Providers was presented. Regional Office of Boating Safety staff has been active in monitoring activities of Course Providers

The national database is now operational and online.

Written agreements between TC and Course Providers must be signed off and processed before the repatriation process begins. TC is proposing to do pilot testing of new questions prior to release.

As stated previously, the specific number of test questions will be removed from the regulations providing TC with the flexibility to change the number of questions as required based on incidents and safety concerns. Focus of communications has not only been on the September 15, 2009 but also moving beyond this date whereby the PCOC is the first step in a lifetime of safe and enjoyable recreational boating experiences.

Stakeholder consultations on the proposed accreditation framework took place in the fall 2008. There were clear and consistent concerns across the country with respect to the complexity and proposed cost of the new framework.

Consultation participants offered an array of options and recommendations for consideration. The Consultation Report will require validation by consultations participants prior to being released. The report is anticipated to be released during the summer months. Work on the accreditation documents is also expected to be finished by the fall.

UPDATE ON THE OFFICE OF BOATING SAFETY

The Office of Boating Safety provided a general program update on issues such as the Boating Safety Class Contribution Program, the Pleasure Craft Courtesy Check Program and the Pleasure Craft Licensing.

Auxiliary strongly expressed their dissatisfaction with the terms and conditions of the program, the difficulties they face with the requirement for recipients to fund 25% of project costs.

OTHER

Presented new safety and environmental innovations for Personal Water Craft. The Intelligent Brake and Reverse is the first-ever, on water braking system. It features on demand stopping, better situational awareness, superior low speed manoeuvring and improved safety.
